The idea of putting body-worn cameras on police officers has spread since protests and unrest following the shooting of an unarmed teenager in Ferguson, Missouri. Earlier this week, the Obama administration proposed federal funding to get 50,000 more officers equipped with the cameras. The increased use of cameras makes a few policy questions around them more pressing. One such question: what happens when a police officer fails—or straight-up refuses—to turn on the body camera? The issue was highlighted in today’s Wall Street Journal , which features a story about a New Mexico police officer who “was fired for allegedly not following an order to record and upload all contacts with citizens,” according to the Albuquerque Police Department and the officer’s lawyer. Netflix accused of creating fast lanes “at the expense of competitors”

Ajit Pai of the Federal Communications Commission today accused Netflix of “secur[ing] ‘fast lanes’ for its own content” at the expense of competitors and deploying proprietary caching systems in order to force Internet service providers to use nonstandard equipment. Pai, one of two Republican commissioners on the five-member commission, made the accusations in a letter to Netflix CEO Reed Hastings . The letter describes Netflix’s support for regulating ISPs as utilities in order to prevent them from charging content providers for “fast lanes” and then accuses Netflix of creating fast lanes for itself. Pai’s letter cites a TechCrunch article from May that quotes Hastings’ support for “strong net neutrality,” but it provides no sources for any of the accusations he made against Netflix. It reads as follows: Dear Mr. Hastings, Netflix has been one of the principal advocates for subjecting Internet service providers (ISPs) to public utility regulation under Title II of the Communications Act, arguing that this step is necessary to prevent the development of so-called “fast lanes” on the Internet. “The basic argument,” you have said, “is that we’re big believers in the free and open Internet.” For this reason, I was surprised to learn of allegations that Netflix has been working to effectively secure “fast lanes” for its own content on ISPs’ networks at the expense of its competitors. Recent press articles report that Netflix, our nation’s largest streaming video provider, has chosen not to participate in efforts to develop open standards for streaming video. Moreover, I understand that Netflix has taken—or at least tested—measures that undermine aspects of open standards for streaming video. Specifically, I understand that Netflix has at times changed its streaming protocols where open caching is used, which impedes open caching software from correctly identifying and caching Netflix traffic. Because Netflix traffic constitutes such a substantial percentage of streaming video traffic, measures like this threaten the viability of open standards. In other words, if standards collectively agreed upon by much of the industry cannot identify and correctly route Netflix traffic, those standards ultimately are unlikely to be of much benefit to digital video consumers. Some have suggested that Netflix has taken these actions because the company is currently installing its own proprietary caching appliances throughout ISPs’ networks as part of its Open Connect program. If ISPs were to install open caching appliances throughout their networks, all video content providers—including Netflix—could compete on a level playing field. If, however, ISPs were to install Netflix’s proprietary caching appliance instead, Netflix’s videos would run the equivalent of a 100-yard dash while its competitors’ videos would have to run a marathon. Because these allegations raise an apparent conflict with Netflix’s advocacy for strong net neutrality regulations, I thought that it was important to give you a chance to respond to them directly. FBI seizes 20 boxes of documents on LAUSD iPad program

On Monday morning, the FBI seized 20 boxes of documents pertaining to a $1.3 billion iPad program from the Los Angeles Unified School District (LAUSD), according to the Los Angeles Times . The program, which was intended to give iPads to every student, teacher, and campus administrator of the nation’s second-largest school district, has met with many catastrophic difficulties, and this latest federal investigation led the new superintendent of the school system to shelve the project indefinitely on Tuesday. The program first hit a bump in the road back in 2013 when a number of students “hacked” the iPads —which is to say they deleted profile information that designated the user as a student, thus letting the student browse the Internet unencumbered by the filter restrictions enforced by the school district. At the same time, many teachers reported that they felt ill-equipped to use and teach with the iPads. In October, the LAUSD Superintendent John Deasy resigned amid allegations of malfeasance , although he claimed no wrongdoing. Deasy drew attention after the disclosure of his ties to Apple and curriculum-provider Pearson. On Tuesday, Deasy told the Los Angeles Times that he had had no contact with the FBI, nor did he know what the investigation was about. Windows 10’s updates and maintenance are following a different, better path to all prior Windows releases: one with more regular updates and quicker access to new features for those who want it, while still offering enterprises a slower pace of delivery. With the first update to the Windows 10 Technical Preview a month ago, Microsoft also enabled a two-speed update track for the million or so members of the Windows Insider program. By default, preview users are put on the slow track. However, about 10 percent of users have put themselves on the fast track. The first ( contentious ) fast track release was made almost two weeks ago, and fast track users have been using it since then. Those fast track users also revealed a variety of problem scenarios. The two big ones were the screen going black (and staying black) every time a PC was unlocked, and a blue screen of death. Instead, T-Mobile throttles their connections to 128Kbps or 64Kbps, depending on which plan they have, for the rest of the month. But T-Mobile has made it difficult for those customers to figure out just how slow their connections are, with a system that exempts speed test applications from the throttling. After complaints from consumer advocates , the Federal Communications Commission (FCC) investigated the issue and has forced T-Mobile to be more honest about its network’s throttled speeds. Gorilla Glass 4 is already being advertised as “up to two times stronger” than any “competitive” mobile screen, with a specific focus on surviving everyday drops in the real world. Corning confirmed to Ars Technica that the upgraded glass will reach consumer devices “this quarter.” Global marketing director David Velasquez was unwilling to reveal “what we did to the glass to make it better,” but he talked at length about one major change to the company’s lab testing: a single sheet of sandpaper. After analyzing “thousands upon thousands” of screens broken in the real world, Corning confirmed that a major contributor to common breakage was dropping a phone on “rough surfaces like asphalt and concrete.” That might seem like a head-smackingly obvious issue, but Velasquez insists that the smartphone glass-making industry, which hasn’t even existed for a full decade, has “no standard” for such testing. Most drop tests employ surfaces like stainless steel or granite, which replicate surfaces in a home. “The best way to approximate what asphalt does [to a phone screen] is 180-grit sandpaper,” Velasquez said. The head of the Federal Communications Commission is proposing an extra $1.5 billion in annual spending on broadband for schools and libraries, all to be funded by a 16-cent increase on the monthly bills of phone customers. Under Chairman Tom Wheeler’s plan , announced yesterday and scheduled for a vote on December 11, the E-rate program’s annual spending cap would rise from $2.4 billion to $3.9 billion. Wheeler tried to make the increased cost to ratepayers sound as small as possible. “If the FCC reaches the maximum cap recommended, the estimated additional cost to an individual rate payer would be approximately 16 cents a month, about a half a penny per day, or about $1.90 a year—less than a medium-sized soda at a fast food restaurant or a cup of coffee,” a fact sheet released yesterday says . The European Space Agency’s decade-old Rosetta mission managed to do what no mission has done before—successfully rendezvous a probe with a comet and then land on it . Even if things didn’t go entirely as planned with the landing, the lion’s share of the mission’s science was always slated to be carried out by the Rosetta probe itself rather than by the Philae lander, so plenty of experiments will still be carried out over the next year. ESA In fact, one of the Rosetta probe’s instruments managed to capture some remarkable imagery last week during Philae’s landing. In a blog post that went live this morning, the  ESA posted pictures from the spacecraft’s OSIRIS imager (that’s Optical, Spectroscopic, and Infrared Remote Imaging System) showing Philae’s initial approach and first “bounce” off of Comet 67P/Churyumov–Gerasimenko on November 12. Philae was supposed to have anchored itself to Comet 67P with a pair of harpoons, but those harpoons didn’t fire on touchdown. Philae actually rebounded away from the comet (67P has a small but appreciable amount of gravity, although its escape velocity is only 0.5 meters per second). It was during the first of two “bounces” that Rosetta’s OSIRIS imager captured a series of frames showing the lander’s parabolic journey across the comet’s face. WTF, Russia’s domestic Internet traffic mysteriously passes through Chinese routers

Dyn Research Domestic Internet traffic traveling inside the borders of Russia has repeatedly been rerouted outside of the country under an unexplained series of events that degrades performance and could compromise the security of Russian communications. The finding, reported Thursday in a blog post published by Internet monitoring service Renesys , underscores the fragility of the border gateway protocol (BGP), which forms the underpinning of the Internet’s global routing system. In this case, domestic Russian traffic was repeatedly routed to routers operated by China Telecom, a firm with close ties to that county’s government. When huge amounts of traffic are diverted to far-away regions before ultimately reaching their final destination, it increases the chances hackers with the ability to monitor the connections have monitored or even altered some of the communications. A similar concern emerged last year, when Renesys found big chunks of traffic belonging to US banks, government agencies, and network service providers had been improperly routed through Belarusian or Icelandic service providers . The hijacking of Russian traffic is linked to last year’s peering agreement between Russian mobile provider Vimpelcom and China Telecom. The pact allowed the firms to save money by having some of their traffic carried over the other’s network rather than through a more expensive transit operator. On multiple occasions since then, according to Renesys, communications destined for Russia has followed extremely round-about routes that take the traffic into China before sending it on to its final stop. 400 Tor-anonymized domains tracked down and seized in global crackdown

Thursday’s takedown of the Silk Road 2.0 drug website was part of a much bigger crackdown by police in a dozen countries that seized more than 400 darknet domains, it was widely reported Friday. Operation Onymous, as the coordinated international effort was dubbed, confiscated $1 million in bitcoins, $250,000 in cash, and a variety of drugs, gold, and silver, the Associated Press reported . In all, according to Wired , police seized 414 .onion domains, the Web addresses that use the Tor anonymity service to hide the physical location where they’re hosted. At least 17 people were arrested. Sites besides Silk Road 2.0 that were taken down included Hydra, Cloud Nine, Pandora, and Blue Sky. In all, some 55 different markets will be shut down once Operation Onymous is completed. Sites Agora and Evolution aren’t among them. The rise of underground bazaars selling illicit drugs and services has continued despite last year’s arrest of Ross William Ulbricht, the alleged mastermind of the original Silk Road who has pleaded not guilty and continues to fight the criminal charges in court.
