Four months after the first release of Android 5.0 Lollipop , Google has followed up with a second version: Android 5.1. The speedy turnaround time compared to Android 5.0 (which appeared a year after 4.4) means that there aren’t many large-scale changes to look at—but the release does feature numerous little improvements and tweaks. It’s faster! (on the Nexus 6, at least) Ron Amadeo 5.1 brings much faster random read and write speeds to the Nexus 6, and the Nexus 5 improves a little, too. 3 more images in gallery 5.1 seems to have eliminated many of the performance issues with the Nexus 6. When we initially reviewed the device, the Nexus 6 was slower at loading apps and switching tasks than the older Nexus 5 had been. With 5.1, the newer phone feels much snappier; with non-game apps, it can now keep pace with the Nexus 5. On benchmarks, we’re seeing much higher random read and write scores on the Nexus 6 with 5.1; random read gets a 2x speed boost, while random write is a whopping 9x faster. The same dramatic speed boosts aren’t present on the Nexus 5, and we suspect the difference is that the Nexus 6 is encrypted while the Nexus 5 is not. According to Francisco Franco , a longtime third-party Android kernel developer, Google is now using NEON instructions on the Nexus 6 to speed up encryption performance. Performance could be further improved by enabling hardware-accelerated encryption, which the Nexus 6 still doesn’t use, but Google has been experimenting with the feature in the Android Open Source Project. Microsoft offers pros a peek at the latest versions of Office and Skype

If you rely on Office or Skype to make a living, you may be in for a treat. Microsoft is following up its recent sneak peeks at universal Office apps and Office for Mac with pro-only previews of Office 2016 for the desktop and Skype for Business . The pre-release Office doesn’t include everything you’ll get (Microsoft says it’s saving a lot of the interface tweaks for later), but it already includes better remote management and performance boosts. The Skype for Business preview, meanwhile, largely does what it says on the tin — it expands the company’s Lync communication tool with both a fresher interface and support for talking to regular Skype users. It’s not certain when the desktop version of Office will be available to everyone, but Skype for Business will be ready for action in April. YouTube cards might finally get you to click video links

Lots of YouTube videos carry annotations with links to related clips or other websites, but how many of them do you actually visit? Probably few of them, if any. However, YouTube may have a way to pique your interest. It’s rolling out cards that both look much nicer — compared to text boxes, anyway — and are available at any time, not just at specific moments. They’ll work on mobile, too, so you won’t miss important contextual info just because you’re on your phone. YouTube isn’t ditching old-school annotations yet (it wants to fill out the cards’ feature set first), but it’s clear that their days are numbered. $56,000 Speeding Ticket Issued Under Finland’s System of Fines Based On Income

HughPickens.com writes Joe Pinsker writes at The Atlantic that Finish businessman Reima Kuisla was recently caught going 65 miles per hour in a 50 zone in his home country and ended up paying a fine of $56, 000. The fine was so extreme because in Finland, some traffic fines, as well as fines for shoplifting and violating securities-exchange laws, are assessed based on earnings—and Kuisla’s declared income was €6.5 million per year. Several years ago another executive was fined the equivalent of $103, 000 for going 45 in a 30 zone on his motorcycle. Finland’s system for calculating fines is relatively simple: It starts with an estimate of the amount of spending money a Finn has for one day, and then divides that by two—the resulting number is considered a reasonable amount of spending money to deprive the offender of. Then, based on the severity of the crime, the system has rules for how many days the offender must go without that money. Going about 15 mph over the speed limit gets you a multiplier of 12 days, and going 25 mph over carries a 22-day multiplier. Sweden, Denmark, Germany, Austria, France, and Switzerland also have some sliding-scale fines, or “day-fines, ” in place, but in America, flat-rate fines are the norm. Since the late 80s, when day-fines were first seriously tested in the U.S., they have remained unusual and even exotic. Should such a system be used in the United States? After all, wealthier people have been shown to drive more recklessly than those who make less money. For example Steve Jobs was known to park in handicapped spots and drive around without license plates. But more importantly, day-fines could introduce some fairness to a legal system that many have convincingly shown to be biased against the poor. Last week, the Department of Justice released a comprehensive report on how fines have been doled out in Ferguson, Missouri. “Ferguson’s law enforcement practices are shaped by the City’s focus on revenue rather than by public safety needs, ” it concluded. The first day-fine ever in the U.S. was given in 1988, and about 70 percent of Staten Island’s fines in the following year were day-fines. A similar program was started in Milwaukee, and a few other cities implemented the day-fine idea and according to Judith Greene, who founded Justice Strategies, a nonprofit research organization, all of these initiatives were effective in making the justice system fairer for poor people. “When considering a proportion of their income, people are at least constantly risk-averse. This means that the worst that would happen is that the deterrent effect of fines would be the same across wealth or income levels, ” says Casey Mulligan. “We should start small—say, only speeding tickets—and see what happens.” Read more of this story at Slashdot.

First look at the Office 2016 Preview for Windows

Hot on the heels of Office 2016 for Mac , Microsoft today released a preview of Office 2016 for the operating system that it actually earns money from. You know—Windows. In fairness, Windows isn’t in such desperate need for an updated Office. Office 2013 is fresher than Office 2011 was, and so it’s not altogether surprising that Office 2016 is to Office 2013 much the same as what Office 2013 was to Office 2010. This is a minor update with some small new features and a visual refresh. The preview is currently aimed at IT professionals and developers, and as such it requires an active Office 365 subscription. A consumer-oriented preview should be released later in the year, but it’s pretty clear that Microsoft wants people to subscribe to Office 365, and the company is going to continue to offer small perks for having a subscription. Windows 10 shaves off gigabytes with selective system file compression

With the Windows 8.1 Update, Microsoft shrank the Windows 8.1 install footprint to make it suitable for low-cost tablets with just 16GB of permanent storage, a reduction from the 32GB generally required for Windows 8. Windows 10 will shrink the disk footprint further, potentially freeing as much as 6.6GB of space on OEM preinstalls. Microsoft describes two sources of savings. The first is the re-use of a time-honored technique that fell out of fashion as hard drives grew larger and larger: per-file compression. The NTFS filesystem used in Windows has long allowed individual files and folders to be compressed, reducing their on-disk size at the expense of a small processor overhead when reading them. With spinning disks getting so large as to feel almost unlimited, per-file compression felt like a relic from a bygone age by the mid-2000s. But with the rise of solid state storage and ultra-cheap devices with just a handful of gigabytes available, per-file compression has gained a new lease on life. Virtualized Air Force war games put Top Gun to shame

Every year for the past four decades, the US Air Force and its NATO allies have staged a series of mock battles — dubbed Red Flag events — to provide soldiers with “real-world” experience before actually throwing them into active combat. But this year’s Red Flag marks a significant departure from its predecessors in that the 2015 exercise will be the first to virtually integrate warfighters from around the country using cutting-edge flight simulators. Red Flag events are put on by the United States Air Force Warfare Center (USAFWC) and typically held at Nellis Air Force Base, just outside of Las Vegas, Nevada. This site provides 15, 000 square miles — roughly half the size of Switzerland — of open airspace in which participants can operate. However, real conflicts rarely happen within such a small area. That’s why the USAFWC is leveraging a network of connected flight simulators to virtually expand the theater of operations from 15, 000 square miles to a whopping 1.3 million square miles. This integration allows for many more friendly troops (Blue Flags) to match up against enormous simulated enemy forces (Red Flags). “The benefits to the warfighter of integrating ‘virtual’ into Red Flags are that it allows us to bring in more of the combat-realistic threat envelope, and we’re now able to maximize the air tasking order with the most amount of ‘Blue Forces’ in both the virtual and live sides of a joint air operations area that is 1, 200 by 1, 100 nautical miles, compared to the Nevada Test and Training Range which is about 100 by 100 nautical miles, ” Lt. Col. Kenneth Voigt, 505th Test Squadron commander, said in a statement. That’s not to say that everybody involved gets to fly (either physically or virtually). In fact, most of the remotely participating forces will be providing simulated ground surveillance and support for the planes that are actually above Nellis AFB, though there will also reportedly be a few virtual aerial assets in the mix. “What we’re going to do is take a virtual Joint Stars, or VSTARS, to pick up movers – live trucks on the range – and broadcast that to live strike assets, F-16 (Fighting Falcons) or F-15 (Eagles), to go employ on a dynamic target mission, ” Voigt continued. “The Nellis Test and Training Range personnel on the range are a crucial partner for LVC [“Live-Virtual Constructive”] integration. The ability to track and send location data to the VSTARS is due to their experts.” Red Flag will reportedly even include scenarios involving both live and virtual Patriot units — despite each missile costing nearly $1 million to transport out to the event. In all, hundreds of pilots are expected to participate. And it’s not just the cost savings that has the USAF crowing over the virtual integration: “By combining LVC training, we’ll be able to show how we can maximize our footprint in LVC, push the technology envelope, see where we need to go in the future with our end-goal being able to integrate fifth-generation fighters and bombers with our fourth-generation assets, while being able to provide them with realistic threats to go against, ” Voigt explained. “The combined efforts in the months leading up to 15-2 will pay huge dividends for all the participants, as they’re going to get the most combat-realistic environment in the Air Force.” At least until combat UAVs like the Taranis or the nEUROn take over and relegate every Air Force pilot to the role of remote operator.
