New submitter jgb writes “WebKit is, now that Opera decided to join the project, in the core of three of the five major web browsers: Apple’s Safari, Google’s Chromium and Opera. Therefore, WebKit is also a melting pot for many corporate interests, since several competing companies (not only Google and Apple, but also Samsung, RIM, Nokia, Intel and many others) are finding ways of collaborating in the project. All of this makes fascinating the study of how they are contributing to the project. Some weeks ago, a study showed how they were submitting contributions to the code base. Now another one uncovers how they are reviewing those submitted contributions. As expected, most of the reviews during the whole life of the project were done by Apple, with Google as a close second. But things have changed dramatically during the last few years. In 2012, Google is a clear first, reviewing about twice as much (50%) as Apple (25%). RIM (7%) and Nokia (5%) are also relevant reviewers. Code review is very important in WebKit’s development process, with reviewers acting as a sort of gatekeepers, deciding which changes make sense, and when they are conforming to the project practices and quality standards. In some sense, review activity reflects the responsibility each company is taking on how WebKit evolves. Defending the First Sale Doctrine

The Electronic Frontier Foundation recaps two court cases pending in the U.S. which will decide whether you’re allowed to re-sell the things you purchase. The first case deals with items bought in other countries for resale in the U.S., such as textbooks. An unfavorable decision there would mean “anything that is made in a foreign country and contains copies of copyrighted material – from the textbooks at issue in the Kirtsaeng case to shampoo bottles with copyrighted labels – could be blocked from resale, lending, or gifting without the permission of the copyright owner. That would create a nightmare for consumers and businesses, upending used goods markets and undermining what it really means to ‘buy’ and ‘own’ physical goods. The ruling also creates a perverse incentive for U.S. businesses to move their manufacturing operations abroad. It is difficult for us to imagine this is the outcome Congress intended.” The second case is about whether music purchased on services like iTunes can be resold to other people. “Not only does big content deny that first sale doctrine applies to digital goods, but they are also trying to undermine the first sale rights we do have by forcing users to license items they would rather buy. DOE Wants 5X Improvement In Batteries In 5 Years

dcblogs writes “The U.S. Dept. of Energy has set a goal to develop battery and energy storage technologies that are five times more powerful and five times cheaper within five years. DOE is creating a new center at Argonne National Laboratory, at a cost of $120 million over five years, that’s intended to reproduce development environments that were successfully used by Bell Laboratories and World War II’s Manhattan Project. ‘When you had to deliver the goods very, very quickly, you needed to put the best scientists next to the best engineers across disciplines to get very focused,’ said U.S. Energy Secretary Stephen Chu, on Friday. The Joint Center for Energy Storage Research isn’t designed to seek incremental improvements in existing technologies. This technology hub, according to DOE’s solicitation (PDF), ‘should foster new energy storage designs that begin with a “clean sheet of paper” — overcoming current manufacturing limitations through innovation to reduce complexity and cost.’ Other research labs, universities and private companies are participating in the effort.” Read more of this story at Slashdot.

AT&T to spend $14 billion over the next three years on broadband, wireless infrastructure

AT&T has announced that it will be dropping a cool $14 billion over the next three years or so to beef up its wireless and wireline broadband networks. Project Velocity IP (VIP) will see the company boost its 4G LTE network to 300 million users by year-end 2014 and expand its wired IP broadband base to 75 percent of customer locations by the end of 2015. In addition, the operator intends to have fiber deployed to a million business locations and plans to expand U-verse by 8.5 million users to 33 million customer locations. It predicts that 99 percent of customers will get broadband services either through terrestrial IP or wireless 4G LTE when it’s all said and done. $8 billion will go toward wireless projects, while $6 billion will help goose up wired broadband — so, nobody can say the telecom giant is hoarding all those profits . Solar Panel Breaks "Third of a Sun" Efficiency Barrier

Zothecula writes “Embattled photovoltaic solar power manufacturer Amonix announced on Tuesday that it has broken the solar module efficiency record, becoming the first manufacturer to convert more than a third of incoming light energy into electricity – a goal once branded ‘one third of a sun’ in a Department of Energy initiative.
