NYT: Healthcare.gov Project Chaos Due Partly To Unorthodox Database Choice

First time accepted submitter conoviator writes “The NY Times has just published a piece providing more background on the healthcare.gov software project. One interesting aspect: ‘Another sore point was the Medicare agency’s decision to use database software, from a company called MarkLogic, that managed the data differently from systems by companies like IBM, Microsoft and Oracle. CGI officials argued that it would slow work because it was too unfamiliar. Government officials disagreed, and its configuration remains a serious problem.'” The story does not say that MarkLogic’s software is bad in itself, only that the choice meant increased complexity on the project. The Neuroscientist Who Discovered He Was a Psychopath

Hugh Pickens DOT Com writes “Joseph Stromberg writes at the Smithsonian that one afternoon in October 2005, neuroscientist James Fallon was sifting through thousands of PET scans to find anatomical patterns in the brain that correlated with psychopathic tendencies in the real world. ‘Out of serendipity, I was also doing a study on Alzheimer’s and as part of that, had brain scans from me and everyone in my family right on my desk, ‘ writes Fallon. ‘I got to the bottom of the stack, and saw this scan that was obviously pathological.’ When he looked up the code, he was greeted by an unsettling revelation: the psychopathic brain pictured in the scan was his own. When he underwent a series of genetic tests, he got more bad news. ‘I had all these high-risk alleles for aggression, violence and low empathy, ‘ he says, such as a variant of the MAO-A gene that has been linked with aggressive behavior. It wasn’t entirely a shock to Fallon, as he’d always been aware that he was someone especially motivated by power and manipulating others. Additionally, his family line included seven alleged murderers, including Lizzie Borden, infamously accused of killing her father and stepmother in 1892. Many of us would hide this discovery and never tell a soul, out of fear or embarrassment of being labeled a psychopath. Perhaps because boldness and disinhibition are noted psychopathic tendencies, Fallon has gone in the opposite direction, telling the world about his finding in a TED Talk, an NPR interview and now a new book published last month, The Psychopath Inside. ‘Since finding all this out and looking into it, I’ve made an effort to try to change my behavior, ‘ says Fallon. ‘I’ve more consciously been doing things that are considered “the right thing to do, ” and thinking more about other people’s feelings.'” Read more of this story at Slashdot.

MTorrice writes “To understand the brain and its chemical complexities, researchers would like to peer inside the skull and measure neurotransmitters levels as the brain at work. Unfortunately, research methods to measure levels of chemicals in the brain require drilling holes in the skull, and noninvasive imaging techniques, such as MRI, can’t detect specific molecules. Intel’s 128MB L4 Cache May Be Coming To Broadwell and Other Future CPUs

MojoKid writes “When Intel debuted Haswell this year, it launched its first mobile processor with a massive 128MB L4 cache. Dubbed “Crystal Well, ” this on-package (not on-die) pool of memory wasn’t just a graphics frame buffer, but a giant pool of RAM for the entire core to utilize. The performance impact from doing so is significant, though the Haswell processors that utilize the L4 cache don’t appear to account for very much of Intel’s total CPU volume. Right now, the L4 cache pool is only available on mobile parts, but that could change next year. Apparently Broadwell-K will change that. The 14nm desktop chips aren’t due until the tail end of next year but we should see a desktop refresh in the spring with a second-generation Haswell part. Still, it’s a sign that Intel intends to integrate the large L4 as standard on a wider range of parts. Using EDRAM instead of SRAM allows Intel’s architecture to dedicate just one transistor per cell instead of the 6T configurations commonly used for L1 or L2 cache. That means the memory isn’t quite as fast but it saves an enormous amount of die space. At 1.6GHz, L4 latencies are 50-60ns which is significantly higher than the L3 but just half the speed of main memory.” Read more of this story at Slashdot.

Boston Cops Outraged Over Plans to Watch Their Movements Using GPS

Hugh Pickens DOT Com writes “The Boston Globe reports that the pending use of GPS tracking devices, slated to be installed in Boston police cruisers, has many officers worried that commanders will monitor their every move. Boston police administrators say the system gives dispatchers the ability to see where officers are, rather than wait for a radio response and supervisors insist the system will improve their response to emergencies. Using GPS, they say, accelerates their response to a call for a shooting or an armed robbery. ‘We’ll be moving forward as quickly as possible, ‘ says former police commissioner Edward F. Davis. ‘There are an enormous amount of benefits. . . . This is clearly an important enhancement and should lead to further reductions in crime.’ But some officers said they worry that under such a system they will have to explain their every move and possibly compromise their ability to court street sources. ‘No one likes it. Who wants to be followed all over the place?’ said one officer who spoke anonymously because department rules forbid police from speaking to the media without authorization. ‘If I take my cruiser and I meet [reluctant witnesses] to talk, eventually they can follow me and say why were you in a back dark street for 45 minutes? It’s going to open up a can of worms that can’t be closed.’ Meanwhile civil libertarians are relishing the rank and file’s own backlash. ‘The irony of police objecting to GPS technology for privacy reasons is hard to miss in the aftermath of United States v. Jones, ‘ says Woodrow Hartzog. ‘But the officers’ concerns about privacy illustrate just how revealing GPS technology can be. Based out of L.A.’s ‘Silicon Beach, ‘ Telesign helps companies verify that a mobile number belongs to a user (sending those oh-so-familiar ‘verify that you received this code’ texts) and takes care of the mobile part of two-factor authenticating or password changes. Among their over 300 clients are nine of the ten largest websites. Now Telesign wants to leverage the data — and billions of phone numbers — it deals with daily to provide a new service: a PhoneID Score, a reputation-based score for every number in the world that looks at the metadata Telesign has on those numbers to weed out the burner phones from the high-quality ones.” Read more of this story at Slashdot.

Google’s Wind, Solar Power Investments Top $1B

Lucas123 writes “Google just announced it is investing another $80 million in six new solar power plants in California and Arizona, bringing its total investment in renewable energy to more than $1 billion. The new plants are expected to generate 160MW of electricity, enough to power 17, 000 typical U.S. homes. They are expected to be operational by early 2014. With the new plants, Google’s renewable power facilities will be able to generate a total of 2 billion watts (gigawatts) of energy, enough to power 500, 000 homes or all of the public elementary schools in New York, Oregon, and Wyoming for one year, it said. U.S. 5X Battery Research Sets Three Paths For Replacing Lithium

dcblogs writes “One year ago this month, the U.S. Department of Energy announced a $120 million plan to develop a technology capable of radically extending battery life. ‘We want to change the game, basically, ‘ said George Crabtree, a senior scientist at Argonne National Laboratory and a physics professor who is leading the effort. The goal is to develop a battery that can deliver five times the performance, measured in energy density, that’s also five times cheaper, and do it in five years. They are looking at three research areas. Researchers are considering replacing the lithium with magnesium that has two charges, or aluminum, which has three charges. Another approach investigates replacing the intercalation step with a true chemical reaction. A third approach is the use of liquids to replace crystalline anodes and cathodes, which opens up more space for working ions.” Read more of this story at Slashdot.
