paysonwelch writes “North Korea has declared a state of war against South Korea, stating that neither peace nor war has ended. Quoting the news release via Reuters: ‘1. From this moment, the north-south relations will be put at the state of war and all the issues arousing between the north and the south will be dealt with according to the wartime regulations.’ The DPRK goes on to say that this will be a ‘blitz’ war and that they will regain control of the south, and destroy U.S. bases in the process.” Great line from the declaration: “[The U.S.] should clearly know that in the era of Marshal Kim Jong Un, the greatest-ever commander, all things are different from what they used to be in the past.” A senior U.S. official called this statement “pot-banging and chest-thumping.” The official said, “North Korea is in a mindset of war, but North Korea is not going to war.” Read more of this story at Slashdot.

Microsoft Makes Millions Renting Campus Space to Vendors

theodp writes “In a move that would do Bill Lumbergh (YouTube homage) proud, Microsoft has been pulling in about $25 million a year through its unusual practice of charging its vendors for occupying office space on its campus while working on Microsoft projects, according to the real estate firm that manages the program. And that’s before a planned July 1st rate increase that Microsoft informed vendors of earlier this week, which will boost the ‘chargeback’ rate for its ‘shadow workforce’ from $450 per month ($5,400 per year) for every workstation to $510 per month (or $6,120 per year). New Catalyst Allows Cheaper Hydrogen Production

First time accepted submitter CanadianRealist writes “Electrolysis of water to produce hydrogen is very inefficient without the use of a catalyst. Unfortunately catalysts are currently made of crystals containing rare, expensive toxic metals such as ruthenium and iridium. Two chemists from the University of Calgary have invented a process to make a catalyst using relatively non-toxic metal compounds such as iron oxide, for 1/1000 the cost of currently used catalysts. It is suggested this would make it more feasible to use electrolysis of water to create hydrogen as a method of storing energy from variable green power sources such as wind and solar.” Read more of this story at Slashdot.

FCC confident in its mobile phone radiation limits, seeks second opinions

Cast your memory back to last summer. Sweep away memories of iPhone 5 leaks galore , and you might remember that the US Government Accountability Office (GAO) asked the FCC to reevaluate its radiation limits for mobile phones. Now a few seasons later, the FCC has finally wrapped up a report that responds to the GAO, and there are no changes to its RF radiation levels in sight because it feels comfortable with its current caps. “We continue to have confidence in the current exposure limits, and note that more recent international standards have a similar basis,” reads the report. However, given that its guidelines were adopted in 1996, new research on radiation and the proliferation of mobile devices , the FCC would like some feedback regarding its restrictions. It’s put out a call for comments from concerned parties and even federal health and safety bodies. Though the freshly-released document didn’t rock the proverbial boat, it made one change worth noting. ATM skimming comes to non-ATM payment terminals in train stations, etc

ATM skimming isn’t limited to ATMs! There are lots of terminals that ask you to swipe your card and/or enter a PIN, and many of them are less well-armored and -policed than actual cashpoints. Skimmers have been found on train-ticket machines, parking meters and other payment terminals. Once a crook has got your card number and sign-on data, they can use that to raid a your account at an ATM. Brian Krebs has a look at some of these devices, including a full-on fascia for a cheapie ATM discovered in latinamerica. The organization also is tracking a skimming trend reported by three countries (mainly in Latin America) in which thieves are fabricating fake ATM fascias and placing them over genuine ATMs, like the one pictured below. After entering their PIN, cardholders see an ‘out-of-order’ message. EAST said the fake fascias include working screens so that this type of message can be displayed. The card details are compromised by a skimming device hidden inside the fake fascia, and the PINs are captured via the built-in keypad, which overlays the real keypad underneath. This reminds me a little of the evolution of payphones — the armadillos of the device world! — and the look-alike COCOTS (customer-owned coin-operated telephones) that presented very soft targets if you could scry through their camouflage. Lockheed Developing Mantis Exoskeleton for Industrial Applications. Angry Constructions Workers May Get a Lot Scarier

Anyone who’s seen James Cameron’s Aliens cannot forget the images of 1.) Ripley in a cargo-loader exoskeleton, and 2.) Vasquez prowling the corridors with that body-mounted machine gun on the swing arm. That was back in 1986; now it’s 2013, and not only have these designs actually come to pass, but they’ve been combined. As we previously reported , Lockheed Martin licensed a company called Ekso Bionics’ technology to develop the HULC , or Human Universal Load Carrier. It’s got the power-assist legs and the body-supported gun mount: While Ekso Bionics is targeting the consumer market, enabling paraplegics to walk again, Lockheed has initially gone military. However, they’re reportedly creating a version of the HULC called the Mantis, for industrial applications. As Bloomberg News reports , The machines may follow a classic arc from Pentagon research project to fixture on an assembly line, similar to the development of lasers, said Paul Saffo, managing director of foresight at investment advisory firm Discern in San Francisco. “The medical devices get the most attention, the military funds it and the first mass application is industrial,” Saffo said in a telephone interview. [Mantis is aimed at] any industry in which workers must hold heavy equipment that can cause fatigue and back injuries…. Mantis has a mechanical extension for a wearer’s arm and absorbs the strain from hefting a grinder or sander, [Lockheed business development manager Keith] Maxwell said. Tests found productivity gains of more than 30 percent, he said, and wearers showed their Macarena footwork to demonstrate the suits’ flexibility. “It turns workers away from being a weightlifter and into a craftsman,” Maxwell said. I’m all for Construction Worker Exoskeletons—as long as the power tools are not integrated, but remain separate objects that you pick up. Because once they start replacing the user’s hands with built-in angle grinders and magazine-fed nail guns, we’re going to have a problem. Last year, I watched a construction worker fight a cabdriver in front of my building; the hack didn’t stand a chance. Raspberry Pi coder Pate wants to resurrect those good times with an rpix86 DOS emulator that opens up the world of retro PC games like the aforementioned FPS pioneer along with Duke Nukem 3D, Jill of the Jungle and others. It works by creating a virtual machine your Dad would be proud of, based on a 40Mhz 80486 processor, 640KB base RAM, 16MB extended memory, 640 x 480 256-color graphics and SoundBlaster 2.0 audio. Of course, the Pi is worlds beyond that with a 700Mhz ARM CPU, 512MB or RAM and HDMI out — so, most enthusiasts with one of the wee $35 boards will likely be all over hacking it to play those classics.
