An anonymous reader writes “Vigilant Solutions maintains what they claim is the nation’s largest database of license-plate tracking data, ‘LEARN’ (Law Enforcement Archival and Reporting Network). But when a law enforcement agency signs up to use the database, they are sworn to keep it secret. The reason? They are quite clear about that: ‘to prohibit users from cooperating with any media outlet to bring attention to LEARN or LEARN-NVLS.’ So, they’re tracking you (they’re tracking everybody)… but they don’t want you to know. The agreement, uncovered by the Electronic Frontier Foundation, states: You shall not create, publish, distribute, or permit any written, electronically transmitted or other form of publicity material that makes reference to LEARN or this Agreement without first submitting the material to LEARN-NVLS and receiving written consent from LEARN-NVLS. This prohibition is specifically intended to prohibit users from cooperating with any media outlet to bring attention to LEARN or LEARN-NVLS. Breach this provision may result in LEARN-NVLS immediately termination of this Agreement upon notice to you.” Immediately after WIRED published the story, though, the agreement mysteriously changed. Students Remember Lectures Better Taking Notes Longhand Than Using Laptops

Hugh Pickens DOT Com (2995471) writes “Walk into any university lecture hall and you’re likely to see row upon row of students sitting behind glowing laptop screens. Laptops in class have been controversial, due mostly to the many opportunities for distraction that they provide (online shopping, browsing Reddit, or playing solitaire, just to name a few). But few studies have examined how effective laptops are for the students who diligently take notes. Now Robinson Meyer writes at The Atlantic that a new study finds that people remember lectures better when they’ve taken handwritten notes, rather than typed ones. The research suggests that even when laptops are used solely to take notes, they may still be impairing learning because their use results in shallower processing. ‘Our new findings suggest that even when laptops are used as intended — and not for buying things on Amazon during class — they may still be harming academic performance, ‘ says psychological scientist Pam Mueller of Princeton University, lead author of the study. Laptop note takers’ tendency to transcribe lectures verbatim rather than processing information and reframing it in their own words is detrimental to learning. If you can type quickly enough, word-for-word transcription is possible, whereas writing by hand usually rules out capturing every word. ‘We don’t write longhand as fast as we type these days, but people who were typing just tended to transcribe large parts of lecture content verbatim, ‘ says Mueller. ‘The people who were taking notes on the laptops don’t have to be judicious in what they write down.'” Read more of this story at Slashdot.

Meet Ununseptium, Best Contender Yet For Element 117

From Motherboard comes this description of what may turns out to be the newest entry on the periodic table, newly synthesized element 117, created by researchers at the GSI Helmholtz Centre for Heavy Ion Research of Darmstadt, Germany, and described in results published this week in Physical Review Letters. From the article: “Element 117 has been temporarily given the very literal name ununseptium (one-one-seven in Latin), and will only honored with a real name once the the International Union of Pure and Applied Physics and Chemistry (IUPAPC) confirms its synthesis at the GSI accelerator. Ununseptium is 40 percent heavier than lead, making it on par with the heaviest atoms ever observed. … Its properties seem to confirm that the existence of the so-called “island of stability”—a theory suggesting that the half-lives of superheavy isotopes will lengthen as their atomic numbers increase further away from uranium. Any element with an atomic number greater than 103 is considered superheavy (or in the ‘transactinide class, ‘ if you prefer the scientific jargon). Transactinides can only be observed artificially in a laboratory, and synthesizing them is no easy task.” Note: that “real name” process isn’t a mere formality; just a few years ago, another attempt to synthesize a 117th element looked promising enough to be declared done, but could not be confirmed with the IUPAPC’s tests. The flash drive uses eMLC (enterprise multi-level cell) NAND built with 19nm process technology. Understanding the 2 Billion-Year-Old Natural Nuclear Reactor In W Africa

KentuckyFC (1144503) writes “In June 1972, nuclear scientists at the Pierrelatte uranium enrichment plant in south-east France noticed a strange deficit in the amount of uranium-235 they were processing. That’s a serious problem in a uranium enrichment plant where every gram of fissionable material has to be carefully accounted for. The ensuing investigation found that the anomaly originated in the ore from the Oklo uranium mine in Gabon, which contained only 0.600% uranium-235 compared to 0.7202% for all other ore on the planet. It turned out that this ore was depleted because it had gone critical some 2 billion years earlier, creating a self-sustaining nuclear reaction that lasted for 300, 000 years and using up the missing uranium-235 in the process. Since then, scientists have studied this natural reactor to better understand how buried nuclear waste spreads through the environment and also to discover whether the laws of physics that govern nuclear reactions may have changed in the 1.5 billion years since the reactor switched off. Now a review of the science that has come out of Oklo shows how important this work has become but also reveals that there is limited potential to gather more data. The design was selected by the public in a vote, and the winning design was one of three showcased by the agency . The new suit is the latest in NASA’s Z-series of suits. These are a far cry from the simple pressure suits worn by the Mercury astronauts in the 1950s—today’s suits aren’t so much suits as person-shaped spaceships. The Z-series suits are being designed to function both in space and also on the ground on other worlds, most notably the moon and Mars. The major design focuses of the Z-series, and the Z-2 in particular, are mobility and ease of use. Since the earliest days of space travel, suited astronauts needed to cope with the tremendous physical burden of working inside what is essentially a rigid pressurized balloon; an air-filled space suit resists bending, and multi-hour spacewalks can be exhausting. Future suits like the Z-series try to help out their occupants with new materials and clever joint designs, not to mention by allowing astronauts to vary their pressurization level. Stanford Bioengineers Develop ‘Neurocore’ Chips 9,000 Times Faster Than a PC

kelk1 sends this article from the Stanford News Service: “Stanford bioengineers have developed faster, more energy-efficient microchips based on the human brain – 9, 000 times faster and using significantly less power than a typical PC (abstract). Kwabena Boahen and his team have developed Neurogrid, a circuit board consisting of 16 custom-designed ‘Neurocore’ chips. Together these 16 chips can simulate 1 million neurons and billions of synaptic connections. The team designed these chips with power efficiency in mind. Their strategy was to enable certain synapses to share hardware circuits. … But much work lies ahead. Each of the current million-neuron Neurogrid circuit boards cost about $40, 000. (…) Neurogrid is based on 16 Neurocores, each of which supports 65, 536 neurons. Those chips were made using 15-year-old fabrication technologies.
